Iran Mostly Vacates Malta's Open Registry To Avoid Sanctions.

Iran has depended on "Open Registries" sometimes called "Flags of Convenience" to avoid internationally imposed sanctions for some time. "Open registries" allow ships with  no real connection to the flag state to register and fly the flag of the nation operating th eship registry. Some "open registries" are more responsible and transparent than other. Generally Malta, Liberia, and Panama are cooperative with the IMO, other international organizations and Coast Guard like organizations around the world.  According to the Malta Independent 79 ships of Iran have transferred out of the Maltese registry. By American estimates that leaves http://hamptonroads.com/2012/08/pirate-negotiator-sentenced-12-life-terms12 iranian ships still in the registry. The 79 have gone over to a Tuvalu, Tanzania, Serra Leone, Boliva, and Moldavia.
