  This week we started our exploration of current maritime issues on Sunday by linking you to a story of the effects of sequestration on the American Blue Water Merchant Marine, most particularly those transports working directly for the U.S. Military. Unfortunately transports working directly for the U.S. Military are the bulk of our blue water fleet. As the story we linked you to Sunday explained if the sequestration process continues unmodified, these ships are unemployed. On Monday the Navy Sea Systems Command within the Washington Navy Yard was attacked and 12 Navy personnel were  killed as was one gunman; we have no count of the wounded and injured at this time. We have no definitive data on how many were involved at this time.  Yesterday we examined a couple of issues impacting sectors of our Jones Act or domestic service fleet. We featured the Coast Guard Cutter Eagle on this week's station identification because of the Coast Guard's role as superintendent of the American Merchant Marine. It is too soon to tell if the Naval Sea Systems Command attack at the Navy yard was an act of terrorism, or someone simply "going postal" but the target is an important cog in the Navy acquisition machinery and any disruption of its activities could have a delaying effect on getting important equipment into the fleet. The two stories carried yesterday about regulatory actions impacting the Jones Act fleet sectors are viewed three different ways. From the Coast Guard's view these are major steps forward in improving marine safety. From the industry management's view these are long avoided measures that they have agreed to in highly watered down version in order to escape actual effective regulation by a less cooperative agency than the U.S. Coast Guard. From the view point of the National Mariner's Association (NMA) representing 126,000 crew members in our Jones Act fleets these measures are generally too little , too late.  We believe perhaps the best description of the measures that we  described for you is that they perhaps represent small incremental improvements in marine safety. Well, if nothing else dramatic transpires before the stroke of midnight that starts Tuesday September 17, 2013 we should be able on Tuesday to catch you up with some developments that are happening right here in the blog.
