  This week we started our exploration of current maritime issues on Sunday by linking you to a story of the negative effects of sequestration on the American Blue Water Merchant Marine, especially military transport. On Monday, the Navy Sea Systems Command within the Washington Navy Yard was attacked and 12 Navy personnel were killed, as was what appears now to have been the lone gunman. Later, we examined a couple of issues impacting sectors of our Jones Act or domestic service fleet. 


 We featured the Coast Guard Cutter Eagle on this week's station identification because of the Coast Guard's role as superintendent of the American Merchant Marine.  The two stories carried Monday about regulatory actions impacting the Jones Act fleet sectors may be viewed three different ways. From the Coast Guard's view these are major steps forward in improving marine safety. From the industry management's view these are long avoided measures that they have agreed to in highly watered down versions in order to escape actual effective regulation by a less cooperative agency than the U.S. Coast Guard. From the view point of the National Mariner's Association (NMA) representing 126,000 crew members in our Jones Act fleets these measures are generally too little , too late.  We believe perhaps the best description of the measures that we described for you is that they perhaps represent small incremental improvements in marine safety.

The cruise ship Coast Cordovia is right side up as of yesterday for the first time in a long time. We're betting that if she is not sold for razor blades that she gets a name change before reentering service. 



 Today we bring you news that India is bringing home her second aircraft carrier. The "Tigers"as we like to call them have been operating air craft carriers successfully for quite some time. Now for the first time they have two in their fleet. We are certain that number 2 will will be fully operational months before the Chinese, now bringing on line their first ever carrier, have gotten the hang of flying jets off of a floating, rolling, pitching deck. That skill set is a mark of a serious professional navy and India already has it.
