Slave Caught Seafood

News media actually provided the relevant intelligence for the capture. A large refrigerated processing ship believed to be loaded with slave caught fish was captured by the Indonesian navy after the Navy was informed of the ship's presence in Indonesian waters by  the Associated Press. The Thai-owned SILVER SEA II  was located late Wednesday (August 12, 2015) and escorted about 80 miles to a Sabang  naval base  in the northwestern part of Indonesia. The Associated Press traced the ship via the internationally required automatic tracking system (AIS) which ships over 500 gross tons are required to carry and activate. The satellite based system tracked the vessel from Papua New Guinea waters into neighboring Indonesia.  The ship was suspect but may have been unaware of it in New Guinea's waters. Failure to deploy a ship's AIS can subject the ship to boarding by coast guard type authorities even without any other "probable cause".  Often even ships up to law breaking deploy their AIS if only intermittently. Intermittent use doesn't necessarily raise suspicions because ships may turn the device off under some circumstances in port , or for calibration etc. . So interedmittent use of AIS both helps avoid suspicion based solely on not using AIS which if the ship is visually spotted may result in boarding, and helps in evading capture if in fact the ship is being pursued through AIS tracking. Probably this evasive use of AIS helps explain why the Indonesian navy pursued the ship for nearly a week, finally capturing it just as it was drawing close to leaving Indonesian waters.


THE SILVER SEA II  is the same 2,285-ton vessel captured in a high-resolution satellite photo last week near  Papua New Guinea engaged in suspicious activity with two fishing vessels. One of the fishing vessels was identified as a suspected slaver, part of a fleet thought to number as many as 30 vessels  that fled a remote Indonesian island earlier this year, crewed by enslaved men from poor Southeast Asian countries.   

An AP investigation revealed that the catch of the slave fleet routinely reached the supply chains of major U.S. food sellers and pet food companies.  The AP named such buyers  as Wal-Mart, Sysco and Kroger, and American pet food companies, including Fancy Feast, Meow Mix and Iams. The American companies have  denied knowledge of working conditions on the suspected slave fleet, and claimed to strongly condemn labor abuse and promised to take steps to prevent it. 

The Indonesian navy freed hundreds of men earlier this year after the AP exposed that they were trapped – including some locked in a cage – on the island village of Benjina.  However, in that incident  34 boats loaded with slaves escaped before the Navy arrived. They remain at large and are believed to be fishing.  

Authorities in Papua New Guinea had also been searching for the processing ship. New Guinea authorities  seized another Thai-owned fish processing ship, the BLISSFUL REEFER two weeks ago. Two enslaved Burmese and six Cambodians were found on board. 

According to AP accounts, the actions of Indonesia were lauded by Tobias Aguirre, executive director of the California non profit FISHWISE, an advocate for slave labor free seafood. Previously we brought our readers news of this same slave fleet, but the existence of FISHWISE would indicate that this isn't the only incident nor this fleet the only commercial fishing fleet using slave labor. One has to wonder as we look at a world ocean subject to ever greater surveillance, patrolled by an increasingly modern collection of navies and coast guards how is it that both piracy, and the slave trade, scourges of mankind in the 17th through 19th centuries are back in the 21st?  The new advent of global systems doesn't seem to be bringing either the developing world nor the West more peace or prosperity. For some peoples in the emerging world the horrific conditions of life governed by the East India companies seems again in the ascendancy but this time run by locals with no conscience at all. Spreading throughout the area is Islam which condones slavery in many sects and actively practices it in ISIS held territories and elsewhere including some UN member Islamic states where it is thinly disguised within the penal system. 

Well, congratulations to AP and the Indonesian navy for striking a blow for freedom.  Young people around the world interested in building a better world could make far worse career choices than joining coast guards.

 We have been telling our readers for three years now about China's maritime territorial aggression. But our readership keeps growing and its hard to pick up on a thread like that if you have not read the previous background posts.

We recently found a video on YouTube that explores the major issues in the South China Sea.
We link you to it here as perhaps the most painless way of getting the fundamental facts on a very complex and troubling maritime issue. The video was made in 2010 but deals with the fundamental issues which have not changed vice the most recent events. We feel this video can save the reader new to the issue a lot of back ground reading and position the reader ready to place the more recent developments that we comment on in the context of the region and the history of the relevant issues. In a nut shell China views the South and East China Sea as her sovereign territory with no regard to the rights of her neighbors under existing and codified international law that China is signatory to. China's neighbors in these seas are entitled to territorial seas of their own and exclusive economic zones of their own. International shipping has the right of free transit through the area. Much of U.S. commerce with India, the Middle East, and other areas must pass through the area that China is treating as her virtual inland waterway. China claims this maritime hegemony is a "core national interest". We will continue with our opinion posts on the current affairs surrounding Chinese claims on the islands and shoals of its neighbors later.     Remember the movie Jurassic Park back in 1993?  Hard to believe it has been over 20 years since that block buster hit the big screen. Personally my favorite part was when the T- Rex ate the lawyer in the out house, but I digress. Jurassic World  is now out and while there hasn't been a lot of changes in paleontology between the two movies; a lot more has happened in theoretical mathematics.    One of the leading characters in the first Jurassic Park movie was a theoretical mathematician who seemed engrossed in something that he called Chaos Theory . Based on this theory he kept predicting that "nature would find a way" to get around the protocols that were to assure that the dinosaurs of Jurassic Park could not reproduce. Making a long story, and a long movie, even shorter he proved right. The giant beast on the big screen also "found a way" around most of the physical security apparatus of the high tech park. The end result, among other disasters was my favorite scene where an obnoxious lawyer and the out house he was hiding in become a meal for a T-Rex. Frankly in my world sharks routinely pass on lawyers for lunch, its a matter of professional courtesy. "

Chaos Theory" entered popular culture via Jurassic Park and a few other science fiction dramas of the 1990s but you don't hear too much about it now 20 years later. Chaos theory and calculations are a part of the larger branch of mathematics that is now most frequently referred to as "Complexity Theory"  .

 The Universe is indeed complex no doubt. Beyond the workings of "classic" arithmetic, algebra, geometry, trigonometry,  and the bane of every college student, calculus. There are things, that when attempting analysis with these tools, "just don't compute".  It is a human tendency when first confronted with very complex systems that seem to be subject to random phenomena to perceive the system as "chaotic". It has long been counter intuitive for you bipeds to accept randomness as part of "order", to most biped minds randomness is the antithesis of order.  However in recent years the leading minds in theoretical math and physics have "embraced the chaos" and are beginning to see that perhaps all that is perceived as "chaos" in the cosmos is, in fact, "complexity" that we don't understand yet. Regard the present definition of "complexity" as used in science and math:

   "Any of the various branches of mathematics , physics, computer science, and other fields, concerned with the emergence of order and structure in complex and apparently chaotic systems. see also Chaos" 

 This willingness to see Chaos, and struggle to perceive order seems new, perhaps only reaching wide spread acceptance as an attitude of educated bipeds in the last twenty years. But as most of you know I'm over 3,000 years old and well acquainted with, as Paul Harvey was so fond of saying; "the rest of the story".

 Today's theoretical mathematicians are not the first to see chaos and perceive complex order. This has been happening on an intermittent basis for hundreds of years. The Catholic Church has always believed in an orderly cosmos but when confronted with indisputable evidence of very great complexity it has sometimes perceived chaos and figuratively "refused to believe their eyes". The Church has never been alone in such error.  Our case in point is a mathematical concept once called "the Infinitesimals" things so small that here is no way to measure them. Infinitesimals are a basic ingredient in the procedures of infinitesimal calculus as developed by Leibniz, including the law of continuity and the transcendental law of homogeneity. The problem with infinitesimals is that the calculations didn't always yield a single right answer, sometime they revealed a range of outcomes. This was a little too much complexity for the Jesuit order at a particular time in history. It was also a bit too much complexity for certain English Royalists who were no fans of the Jesuits.

 In Protestant England the atheist and royalist Hobbs despite using something akin to infinitesimals in his own attempted refinement of Euclidean geometry was adamantly opposed to the concept of infinitesimals. He believed that order was the primary value and that it was best achieved in society by an absolute monarch, he believed that his concept was as clear as a Euclidean proof and that Euclidean geometry ,though in need of a couple of "refinements", was perfect and irrefutable.  He thought it vital that the theory of infinitesimals be consigned to the dust bin of history . Hobbs hated the Jesuit order and the Catholic Church with a purple passion, but held exactly the same position as the Jesuits on infinitesimals for exactly the same reason. The only difference between Hobbs and the Jesuits on Infinitesimals was that Hobbs' idea of ultimate societal order was headed by the King, For the Jesuits it was the Pope.    

 The Church for its part, tended to wax and wain on science , for example, within the space of a single professional career the Church both praised and persecuted Nicholas Copernicus. In the 1600s Jesuit scholars both helped develop, then ruthlessly suppressed the mathematical idea of the "Infinitesimals". This concept was crucial to the development of atomic theory, calculus, and the theories of both relativity and quantum mechanics.

  Suppression of the concept of  infinitesimals eventually cost both the Jesuits and Italian universities their formerly preeminent status among mathematicians.  In England Hobbs' mathematician opponents, especially Wallis.,  eventually held sway and Great Britain moved ahead in science and industry becoming perhaps the first truly "modern" nation.   Fortunately for the Church, the Jesuits dropped their prohibitions regarding the teaching of mathematical theories involving the concept of infinitesimals in their colleges before Einstein published. They didn't exactly recant, they were Jesuits after all, Would you expect the U.S. Marines to apologize for being overly rough with an enemy? But after largely Protestant theoretical mathematicians made undeniably astounding progress with the concept, persecution was quietly dropped. This allowed Georges Lemaitre, a Belgian physicists and Roman Catholic priest to pull out all of the stops involving infinitesimals, atomic theory, etc. in formulating  what I'm sure you've all heard of,  THE BIG BANG THEORY.    Today, the Catholic Church funds and supports scientific research in the Pontifical Academy of Sciences and in the departments of science found in every Catholic university around the world.

 The Church has been supporting, but also occasionally criticizing science for centuries. According to John L. Heilbron , Worcester College's science historian in Oxford the '' Roman Catholic Church gave more financial aid and social support to the study of astronomy over six centuries from the recovery of ancient learning during the late Middle Ages into the Enlightenment, than any other,and probably, all other institutions. Unfortunately the Church is better known for its infrequent but spectacular attacks on legitimate scientific findings than their centuries long ardent support of the sciences. Whenever the Church came into conflict with science it was over the concept of order in the universe. It almost always resulted from church fathers,some even well versed in science and mathematics, observing scientific proofs or indications of complexity and mistaking complexity for chaos.

 The Church wasn't alone in it's bias for order in the universe, Albert Einstein once asserted words to the effect that God doesn't play with dice. But as mathematicians and physicists continue to examine and reexamine both relativity and quantum mechanics in the relentless search for the theory of everything   ;we are starting to finally accept that maybe God, in fact, uses random number generators as a principle in his more complex creations. . For science and technology to progress into and beyond the twenty first century we must be able to perceive even the most inordinately complex systems as complexity, not chaos. To that end let's take a few minutes to examine the Jesuit war on the Infinitesimal as a case study in the universal biped bias for order, especially simple clockwork like order.

The story of the Jesuit battle over the infinitesimals can't be understood except in the context of Europe's bloody religious wars and the English Civil War. The greatest minds of the era were all caught up in the battle over the Infinitesimals including Galileo, Newton, Bellarmine, Hobbs, Clavis, and Wallis. The Catholic Church perceived the Protestant Reformation as it broke down into seemingly unlimited splintering into more and more dominations with increasingly numerous theological differences as chaos, disorder. The Jesuit order was formed largely as a counter Reformation organization with the mission of helping to stop the Protestant downward spiral into ever more dominations, and to attract protestants, and fence sitters back to the church. The Jesuits pursued academic excellence with military rigor and soon their universities were famous and prestigious throughout Europe.  Jesuits academics wanted to be known for having reliable answers in the arts and sciences in order to plant the seed that the Catholic Church must have the answers to the eternal spiritual questions as well. The Jesuits were out to restore order, with military zeal and military like like rigor in academics. The concept of the infinitesimals relies on a deceptively simple proposition. That proposition is that a continuous line is composed of distinct and infinitely tiny parts. Do you see the resemblance between the geometric concept that a line is composed of a series of infinitely tiny parts and the physics concept that matter is composed of tiny units called atoms?

In the study of the infinitely small, mathematicians found that they needed some new mathematical tools.The calculations and diagrams of the infinitesimal methods often offered multiple paths to solution, relied on other than direct observations, and sometimes suggested a range of solutions. The calculation or modeling of infinitesimals was complex to a point of appearing disorderly. While modern Jesuits today have much more tolerance for complexity and are slower to declare complexity disorder, they still hate disorder like a marine hates "gear adrift". The Jesuits were to be proven wrong about the details of  the infinitesimal systems, but as we began to decipher the quanta it is becoming more apparent that complex order is the way of the universe. The Jesuits had found one truth , the universe is orderly, but missed that order can be complex and as a result suppressed a truth that ultimately would lead to the calculus, splitting the atom, for better or worse, the quanta, the Big Bang, fractal geometry, and other really cool stuff.   

 In the Jesuit order discipline is even more valued than it is in the Marine Corps.  The Jesuit hierarchy simply had to get to a uniform position on the infinitesimal. The concept had its proponents and even pioneers within the Jesuit Order but for the more senior members it smacked of disorder and good Jesuits are always suspicious of disorder.  On August 10, 1632 the Jesuit academic powers met in their prestigious and somber Roman palazzo and banned the concept of the infinitesimal announcing that it could never be taught or even be mentioned within the hallowed  halls of any Jesuit institution. The concept was described as "dangerous"and even "subversive". You see it posed a threat to the core Jesuit belief that the universe was an orderly place governed by a strict and unchanging set of rules. To the Jesuit hierarchy were it ever accepted , the entire world would be plunged into chaos.

 The Jesuits would spend fruitless decades attempting to suppress the growth of infinitesimal types of math, much of their efforts focused on their own younger members.  In Italy once the heart of European mathematical advancements participation in the evolution of the infinitesimal schools of thought had to take place behind closed doors and hardly anyone had the guts to publish. In Protestant Europe the Jesuit ban had no meaning. In the end the band became a less well known mistake of the Church than their persecution of Copernicus but the the repercussions for Italy where the ban was most effectively enforced were catastrophic, Italy fell into a second rank of states as Great Britain ,despite  civil war, became the first modern state. The Jesuit order's universities fell from the first rank of institutions where the elite of Europe would want to go to study math and physics to barely "also ran" status. The Church, its most prestigious order, and  the Italian state that would eventually emerge, all lost big time when the Jesuits looked at complexity and perceived chaos in what appeared to be an obscure mathematical theory.  The church and its otherwise brilliant Jesuits weren't the first nor the last bipeds to see complexity and perceive chaos. Somehow the bipeds of earth seem to have a bias for simple order that borders on the assumption that order by definition is simple.  This August tenth let us pause and remember that sometimes the "meek" like the humble infinitesimals inherit the earth, and the grubby, dirty, seemingly confused (chaotic) are often more noble (ordered) than we think. It is the role of you bipeds to discover the truth and build upon it. Your humble catfish former demigod simply knows the truth but I wasn't given hands to build from it. In the universe I am but an observer and a commentator. You my biped friends are the intended audience in a giant audience participation play called "Secretes of The Universe."

Beijing Expands Its Maritime Militia of Armed Commercial Fishing Boats In South China Sea

EDITOR'S NOTE 9/8/2018 We noted the formation of the Chinese Coast Guard as it happened. We have noted previously that the Chinese "coast guard" does not operate in a manner similar to traditional coast guards except for claiming law enforcement jurisdiction, all too often in places where it has no such authority. We have published posts about the Chinese Cabbage Patch Strategy of surrounding other nation's off shore islands with rings of commercial fishing boats and then backing up their "fishing fleet" with coast guard and naval vessels and guns. However since we first published this post in 2015 we haven't mentioned again that China has armed and militarized her commercial fishing fleet into a "naval militia". For the reasons described in this 2015 post that is a very irresponsible and dangerous thing to do. We are republishing this post now and promoting it because this crazy dragon feat hasn't been widely enough discussed or analyzed in maritime forums. 

Now That China's Commercial Fishing Fleet Is Armed And Labeled A "Maritime Militia" Will They Leave American, Japanese Or Philippine Waters As Peacefully Ever Again? Given China's Naval Inexperience This Seems A Surefire Way to Start A Naval Shooting War. 

Not long ago we carried the news that China was organizing its commercial fishing fleet into an armed naval militia. The Dragon is now starting to arm that maritime militia and with that new muscle, will continue to aggressively expand its thieving activity against the maritime exclusive economic zones of its neighbors. The concept of naval militias is not new, indeed the United States had a number of state naval militias almost since the Revolution. New York has one today and a portion of the Texas State Guard is considered maritime in character and mission assignments.  Characterized by armed civilian commercial fishing boats China's maritime militia is the Dragon's newest and least studied force for maritime territorial theft. The maritime militia is usually deployed by the Chinese government to carry out various types of missions in disputed waters, from rescuing stranded vessels to conducting controversial island landings. But the boats are armed and the crews not well trained. This could lead to unintended trouble. China ridiculously claims the entire South China Seas practically right up to the beach line of the Philippine main Islands. The Dragon knows that no matter how little the world may protest their island and reef grabbing antics beyond their neighbor's 12 mile territorial limit, armed incursions inside any one's 12 mile limit could be interpreted as an act of war, especially if shots are fired. China's fishing fleet is already excessively aggressively encouraged as it is by the Chinese navy and coast guard. But arming the fishermen themselves looks like a big mistake. If some ill trained fisherman shoots at a Philippine naval or coast guard vessel , especially in close in waters it will be promptly blown out of the water. 


 When the inevitable exchange of fire between one of these armed fishermen and a Philippine, Vietnam, Singaporean coast guard vessel occurs will the Chinese claim that a "war ship" of their flag was attacked, or an errant and well meaning fisherman? China says the militarization of their fishing fleet will boost production. The only way arming fishing boats increases production is if you intend to rob the protected fishing grounds of another nation state. Once armed what will keep the fishermen from assuming that their "jurisdiction" and "sovereign immunity" don't extend to offshore Guam or Wake Island. Will they surrender peacefully when arrested by the U.S. Coast Guard. 

 The maritime militia is pretty rag tag now but China is trying to build its first state owned commercial fishing fleet and first rank of the armed fishing vessel militia.  We would suspect that the state owned and organized vessels might more closely respond to naval controls. But right now the Dragon has created Dodge City out there in the south China Sea. This is not going to end well.

 "A fleet of at least 30 fishing trawlers crewed by slaves is being hunted off the coast of Papua New Guinea as the true extent becomes apparent of the trafficking of Burmese men by a massive Thai-run criminal syndicate operating throughout the East Indies.

Immigration officials have so far intercepted one of the fishing vessels, called the Blissful Reefer, and rescued its trafficked crew. Another 33 Thai trawlers thought to be crewed by slaves are being tracked in fishing grounds off the south coast of Papua New Guinea, known locally as the Dog Leg.

The trawlers are thought to be linked to a huge trafficking operation that was disrupted on the isolated Indonesian island of Benjina in March, liberating hundreds of enslaved fishermen – although a large number of boats loaded with slaves managed to escape."

Greetings Bipeds:

Being 3,000 years old and living in the sea I have a long memory of the ills of piracy and the slave trade. American bipeds are very fixated on their own period of the "peculiar institution" which ended more than 150 years ago. Americans seem to think slavery was uniquely American, uniquely black, and that some how America was late abolishing the noxious trade. In fact slavery has touched every race on earth and every inhabited place except Iceland and Greenland. Slavery went on for thousands of years before it reached America and didn't disappear as a legal institution in the Americas all together until the 1880s. 

 In the United States it ended after a bloody civil war in the 1860s. It continued as a legal institution in parts of the world until banned by the UN charter in the middle of the 20th century. Romans enslaved other Europeans.  North Africans also enslaved Europeans and later even Americans, that is why we fought the Barbary pirates.  The Chinese enslaved captive peoples. When it first appeared slavery was considered a humane improvement in the treatment of prisoners of war. Warriors could surrender and become slaves vice being executed. This encouraged armies to surrender rather than endure total slaughter. Over time even laws providing some very minimal protections against violent brutal slave conditions were passed in many nations though rarely enforced. Today in Sub Saharan Africa, Africans hold nearly 27 million people in slavery. Most of the slave holders are Black or Arab and most of the slaves are black and Christian or follow native religions. Most of the slave holders are Muslim, Islam to this day condones slavery. During the American experience Africans and Arabs sold "slaves" claiming they were military captives but in fact Islamic slave traders simply made raids on weak villages whenever new "stock" was needed. The slave traders on the African shore simply kept up the subterfuge to ease European consciences which were determined to see the slaves as part of a more humane treatment of prisoners of war. 

 Europeans and Americans however were already coming to new terms in dealing with prisoners of war at about the same time that  the American slave trade was starting. Surrendering soldiers could be "paroled" between "civilized nations". A paroled soldier could not legally reenter combat against the capturing nation and thus could be repatriated with the same effect as what we would now call a "mission kill". The individual soldier wasn't killed but his ability to fight against the capturing state was legally nullified. In more belligerent circumstances surrendering soldiers and sailors were held in prison camps until the end of hostilities or until traded for the capturing state's own prisoners. By the mid 1800s no one believed that slaves were descended from prisoners of war and a growing number of people of European descent in both Europe and the Americas were coming to believe that people should not be treated like livestock. Slavery disappeared from Europe first followed by the Americas. In the Americas most slaves were black and most slave holders white, with notable exceptions especially in Louisiana where one of the largest slave holders was actually a black woman  Black Slave Owners In America

 It took until the ratification of the UN Charter in the mid 20th century for slavery to be prohibited by codified international law. And yet it has continued in many Islamic nations including those signatory to the UN Charter. It continues today. The ancient scourge of slavery, now usually referred to as "human trafficking", by the American news media so as not of offend the politically correct  continues to this day. Considering the fact that slavery has such a long and universal history on this planet it is probable that if anyone's ancestry is traced back about 800 years hardly any of you bipeds regardless of race would not have a slave ancestor except Royals. 

 The second ancient  scourge of the human race is piracy which in the popular mind ended in the late 1800s until revived off of Africa and in the Strait of Malacca . In fact like slavery it never fully disappeared not even in the 20th century but it was greatly suppressed. Piracy often included piracy against slave traders and the capture and subsequent sale of slaves. Some of this is reemerging in the 21st century. Why are the twin scourges reemerging? My 3,000 years of observation of maritime trade and events tells me there is a direct relationship between the shrinkage of the American and British navies in the second half of the 20th century and continuing at break neck speed today, and the growth in the boldness of the pirates and slave traders.  The massive Chinese navy is busy attempting to wrest territory from its neighbors. The Russian navy is involved in rebuilding and asserting power in the Black Sea, Baltic, and Arctic Oceans. The world is simply no longer patrolled. 

Piracy was rare in the first three quarters of the 20th century and is rampant today. As the article linked to above illustrates, the slave trade is flourishing once again , not just in ISIS sex slave markets and in the Coca trade in Sub Saharan Africa, but all over Asia and Africa. Of course today we call it "human trafficking". Slavery after all was declared internationally illegal by the UN Charter in the middle of the last century. But these twin evils will continue until somebody enforces international law against violating Islamic states and we find some substitute for the U.S. and British navies. 

 I'd like to made a modest suggestion to all those American liberals who advocate "reparations" for black Americans who have never personally been slaves, to be paid by millions of Americans of all races most of whom have a slave ancestor or two themselves, and 99% of whom have no slave owning ancestor; that instead we do something to end modern slavery and piracy. Why don't you put the "reparations" into the U.S. Navy?

AUGUST 4, 2015 THE 225th ANNIVERSARY OF THE FOUNDING OF THE U.S. COAST GUARD AND 100th ANNIVERSARY OF THE NAME "U.S. COAST GUARD"

ON AUGUST 4,1790 THE ANCESTRAL SERVICE OF THE U.S. COAST GUARD WAS FOUNDED IT WOULD NOT TAKE THE NAME "U.S. COAST GUARD HOWEVER UNTIL 1915.

"In 1790, the First Congress of the United States established a small maritime law enforcement component within the Treasury Department to assist in collecting the new Nation’s customs duties. For the next eight years, this Revenue Marine (later called the Revenue Cutter Service) was the Nation’s only naval force and was soon assigned military duties. Over time, the Revenue Cutter Service merged with or absorbed other federal agencies. The Service acquired new responsibilities based upon its ability to perform them with existing assets and minimal disruption to its other duties. In some cases, the Service absorbed other agencies because their maritime responsibilities were seen as intersecting with or complementing its own. The result is today’s U.S. Coast Guard—a unique force that carries out an array of civil and military responsibilities touching every facet of the maritime environment of the United States."  The modern day Coast Guard evolved and continues to evolve by the absorption of unique maritime security related missions. In its earliest days some missions were actually assigned to other federal agencies often organized along para-naval lines. The most notable among these predecessor agencies were the U.S. Life Saving Service and the U.S. Light House Service. From its first founding the Revenue Marine was statutorily a part of the Navy in war time but at the moment of its founding there was no standing Navy the Revolutionary Navy having been disbanded. Despite the constitutional requirement for Congress to "maintain a navy", the new navy would not come into existence until some time after the founding of the "Revenue Marine". For a time the ten armed cutters of the "RMS" were the only armed public vessels of the United States. But while the RMS officers held naval rank and the crews held naval ratings, the service could only function under naval direction in war time because it was primarily a law enforcement agency. There early on was a reluctance to utilize military personnel in law enforcement in the United States and eventually it would become a statutory prohibition called the Posse Comitatus Act. So the "Revenue Marine" would continue as a naval auxiliary military service but would be housed in the Treasury Department vice the War or Navy Departments. The entire service or any component within it could be transferred to naval control in war or upon order of the President of the United States. 

Parallel with the development of the military / law enforcement agency known as the "Revenue Marine" other federal maritime agencies of a quasi naval character were evolving. The U.S. Light House Service evolved from the United States Lighthouse Establishment (USLHE) also serving under the treasury department and founded in 1789. Officers of the Revenue Marine served on the Light House Board.  The highly disciplined U.S. Life Saving Service was also evolving parallel with the Revenue Marine. On 28 January 1915, the service was merged by an act of Congress with the United States Life-Saving Service to form the United States Coast Guard. The U.S. Coast Guard would then go on to absorb several other federal marine safety and security related agencies including the U.S. Light House Service. 

 Many of the civil missions of these "predecessor agencies" once brought under the administration of the newly formed "U.S. Coast Guard" became not only domestic waters civil missions but also naval combat support missions. The institutional experience of the Coast Guard in saving lives through heavy surf was translated in World War Two into amphibious warfare roles involving the use of landing craft through surf. In Vietnam not only was the U.S. Coast Guard's expertise in board and search operations honed on its domestic law enforcement missions brought into play, but also the Guard provided aids to navigation services within the combat zone, again a domestic civil mission with military utility.  January 28, 2015 was the 100th anniversary of the U.S. Coast Guard name , Today August 4th, 2015 is the 225 anniversary of the founding of the Revenue Marine , considered the primary predecessor agency and long celebrated as the "Birthday" of the U.S. Coast Guard, now a 100 year old brand.
