This morning is the Christian Feast of Easter, but its still the Chinese Year of the Snake. The little dragon (North Korea) has declared the truce of 1950s over and says a state of war exists.   http://www.reuters.com/article/2013/03/30/us-korea-north-war-idUSBRE92T00020130330 We'll wait on them to pull the first trigger. The big dragon (China) has sent the blue water capable parts of its navy into the Pacific on exercises, giving the U.S.Navy a more difficult time of tracking them at time when we don't know where the opening shot may come from , difficult to believe that the two dragons aren't coordinating.  http://www.globaltimes.cn/content/771770.shtml#.UVejUxyG1wk    Taiwan is fielding a newer and larger Coast Guard cutter for enforcing her "rights" to Japan's southern most islands. http://www.news.com.au/world-news/taiwan-adds-new-ships-to-patrol-disputed-islands-also-claimed-by-japan-china/story-fndir2ev-1226609625391    It is difficult to imagine that Taiwan isn't coordinating with the dragon, we may have to face guns we supplied to Taiwan.  Meanwhile we are still sitting under Chinese missile batteries aimed at Okinawa.

You can just keep scrolling down from today until January 1st when he started his "ADDRESS TO THE ENGLISH SPEAKING WORLD" adding the ever wise catfish voice to the litany of AAB commentators warning of the danger of naval war in the China seas and more recently the threat of  a simultaneous or serial break out in the Korean Peninsular  His most recent postings called for almost preemptive war were it not for his advocating letting China or Korea fire the first shot. Recently we carried a blog post comparing Namazu's predictions with more recent predictions by Wall Street Journal analyst. It seems Wall Street is coming around to the catfish way of thinking. Of late we have been so preoccupied with the comings and goings of the Dragon's navy in the China Seas and the prospects of war and peace in the Far East that we have posted little else to the blog space. We don't want to lose sight of our many readers who are deeply interested in things nautical but perhaps not as preoccupied with naval subjects as our staff tends to be because of our professional backgrounds. Even when we are filling the blog spaces with news of naval developments our the work in our special interest pages continues. We will try to make a more deliberate effort to draw your attention to that work when we perceive we are becoming preoccupied with a single subject no matter how riveting it may be to the writing staff. One of our most visited special interest pages is BOAT BUILDING which includes Boat and ship model building. We are constantly not only reviewing books for this section but looking for interesting and useful links and videos, free and for fees. We made a recent addition to our model building related links that we want you to know about.

 THE NAUTICAL RESEARCH GUILD :  http://www.thenrg.org/  is a dues paying membership organization of serious historic ship and boat model builders and historians. Dues presently run about $38 for U.S.residents and $50 for overseas members. The guild provides a quarterly journal, networking opportunities, an annual model building seminar, symposiums, and other model building aids especially in the realm of finding accurate historical details on ships. While we have no particular prohibition against providing links to websites of organizations that charge for information, we rarely do so. We like to check out such services first hand. We have checked out the Nautical Research Guild and give it our recommendation without reservation. For the price of the dues this organization appears to be a treasure trove of resources and contacts for the serious historical ship and boat model builder. They are not advertisers on our site at the moment, so this endorsement is strictly researched based. The contact information and site description are now a permanent part of our BOAT BUILDING special interest pages and can be found among the links in the MODEL BUILDING section. 

War in the Far East and the maneuvers of the Dragon fleet are always interesting but our statistics now tell us that 8 out of 10 visitors are checking in and out at the blog postings. The heart of this project is the special interest pages. If the potential for naval conflict in the Far East is as interesting to you as it is to our staff (and believe me it has our attention) why not follow up with some in depth background reading. 3/30/2012 Re-post Russia in the High Arctic

Editor's note: A few days ago we noted that Russia was getting more militant about its claims in the High Arctic. We thought this view from last summer interesting. After review it seemed back than that Russia was willing to gather geological "evidence" for its claim to virtually the entire Arctic ocean ( which they want to call the "Russian Sea"), and sue in a UN tribunal for their expanded Exclusive Economic Zone (EEZ) under the International Convention on the Law of the Sea  right up to the 12 mile limit of Canada and the U.S.  Back when this post was published Russia seemed content to exploit our weakness in High Arctic science capabilities and rush us to judgement before the UN before we could counter their "evidence". As reported last week now it seems like they are willing to use muscle to take our territory. Why is this? Our Navy may still be the most technologically advanced, and powerful in terms of throw weight of ordinance but its numbers are too small and it is too globally engaged to go it alone in the dozens of trouble spots where it is engaged around the world. Our enemies are now coordinating and our naval posture looks weak. We are in trouble, we can no longer be the big brother to the English speaking world.
Thankfully, in the China seas disputes Japan has been building up naval forces and their Navy is now more powerful that Great Britain's which one ruled the waves. Namazu's call for a united English speaking naval union with all participating nations engaged in Naval/ Coast Guard build ups is making more sense to us daily. Take a moment and revisit Ivan in the High Arctic.


Naval Interest: IVAN IN THE HIGH ARCTIC:  Ivan already wants to rename the Arctic Ocean the "Russian Sea" but at least the Bear, unlike the Dragon is trying to perfect its claims under existing international law. A Russian Icebreaker departed MURMANSK, Russia on August 4, 2012 and subsequently met, as planned, a second Russian Icebreaker in Norway where today they are supposed to depart for the high arctic. Their mission is to explore the high latitude boundaries of the Mendeleev Ridge. If Russia can prove that this ridge is part of their continental shelf existing international law gives them the right to incorporate at least some of it into their Exclusive Economic Zone EEZ. 

OPINION: Russia can afford to devote two major ice breakers to scientific research in support of territorial claims. As noted in an earlier blog last week, the United States has over one thousand miles of Arctic coast line and only one functional major ice breaker. If Russia claims to within 12 miles of our coast, how do we counter their science?

 Everyone is concerned about our shrinking and increasingly expensive fleet of aircraft carriers, but our shortage of the more mundane Coast Guard Icebreakers may cost us the oil revenues, and oil itself that could keep carrier task forces going. When will the United States wake up and realize that we are a maritime nation, maritime power because we are maritime dependent. We have to be strong across the board to survive; a strong Navy, strong Coast Guard, crackerjack NOAA fleet, and large versatile  Merchant Marine.

Last Summer we carried the serial book BLOOD ON BROWN WATER which outlined and detailed the many abuses of occupational safety and health conditions that far too many Jones Act American seamen endure. The book which is still available to read in our MERCHANT MARINE INTEREST SECTION was part of the National Mariners Association's Second Request To Congress for corrective action. Of course the Congress hasn't passed a budget in three years much less addressed in a serious manner any of the rest of the nation's vital business. The reforms go unanswered. As illustrated above there never was a time in history when being a seaman was an easy occupation, though there have been times when a few seamen in particular sectors of the industry were well compensated for their endurance of the rigors of the sea. However, regardless of how fond the British were of impressment for naval service, and despite the use by American Merchant Marine companies of Shanghai techniques in crewing, all manner of involuntary servitude for seamen has been illegal in the United States since the foundation of the Republic.


The U.S.towing industry and the U.S. offshore service vessel industry are both suffering personnel shortages. Instead of offering better compensation, better scheduling, safer work environments to compete for the available labor, and attract new entrants the industry has turned to "head hunters", otherwise referred to as employment agencies. There is nothing wrong with this method of recruitment as long as the employer pays the employment agency fees. However in most cases they don't and because of hundreds of years of abusive employment practices in the crewing of ships even employee paid recruitment services are in most cases prohibited by law. By using prospective employee paid recruitment / screening services the employer transfers much of the cost of a human resources department directly to the perspective employee. It's a cheap shot anywhere but certain typical practices in the head hunting industry just happen to be illegal in vessel crewing operations. The big issue is the contract that must be signed between the seaman and the head hunter where in the seaman must pledge a certain portion of his wages for a specific period of time when employment is secured. U.S. Maritime law generally prohibits most employment related contracts for seamen where in any portion of wages are pledged in advance of receipt.


For many years the the National Mariner's Association (NMA) has argued that the current work boat industry crew recruitment practices involving typical "employment agencies" are illegal.
Unfortunately in the last three years few organizations or individuals short of the usual big money "Belt Way Bandits" have been able to get any serious attention out of a Congress bogged down over partisan squabbling. The Coast Guard eliminated their "shipping agents" who used to at least attend the signing of articles and discharge of merchant seamen on American flag international trading vessels a couple of decades ago. While the Coast Guard is in fact charged with enforcing some of what would be considered US." labor laws" they have largely refused to get involved in anything they consider a labor issue. A lawyer friend of the NMA has decided to tackle this issue. Dennis O'Bryan has filed suites over the issue and is taking on clients on a contingency fee basis ( no fee unless your case is won) who have signed and paid under such contracts. He has provided the NMA with some reports of his progress and for many the outlook so far appears hopeful for recovery of fees. But the goal is an end to the abusive practice.


Parts of the work boat industry have a personnel shortage because of poor working conditions. A response of pushing recruitment cost onto the remaining workers is not a cure. The ultimate goal should be the kind of class action that would cost the abusing members of the industry more than the short term savings they receive by violating the law. We can pretty much forget the idea that the U.S. Coast Guard will ever come in and enforce the regulations, or that the Congress will put real teeth in the present penalties. So to America's Jones Act seamen put it to you simply. It is up to you. If you have been made to sign a recruitment contract assigning a portion of your wages before receipt at any time in your career you can lend the strength of either your individual case to be filed for recovery and precedent value, or the weight of your case as part of some future class . THE OCEANS NEED MORE MARINE SANCTUARIES  SANCTUARIES NEED TOURISM

 If you are a regular reader you know that we have been following the on going story of the grounding of the USS GUARDIAN in the Philippines for more than a month. You also know that this U.S.Navy Warship has been declared a constructive total loss and is being dismantled at tremendous costs on site by the U.S. Navy and contracted commercial salvers  A U.S.Navy engaged around the world with less than half the ships of the Cold War era , and particularly in the hot spot that is the China Sea near the Philippines can't afford to lose warships yet this loss hardly drew any air time or ink in the U.S.lame stream media. Adding insult to injury the ship ran aground in a Philippine established marine sanctuary doing irreparable damage to ancient coral beds. Causation of the accident was complex and is still under investigation, but one undeniable factor is that current nautical charts place the reefs 50 away from their actual location.

  In U.S. waters our few marine sanctuaries are charted by a little known uniformed naval service known as the NOAA Corps, probably the direct descendant of the Louis and Clark Expedition. This tiny service led by a uniformed commissioned officer corps of usually less than 400 men and women evolved from the "Coast Survey" that was formed after Louis and Clark returned from their expedition up the Missouri River and appeared to modeled after the expedition with uniformed commissioned officers leading expeditions and commanding vessels (and now air craft) manned in part by various civilians. The officers carry naval rank and are recruited from the ranks of physical and ocean science graduates , a number are directly in service managing and regulating our existing marine sanctuaries. While China is building up the worlds largest Navy and Coast Guard and busy bullying her neighbors into giving up coastal territories to the dragon's oil drilling ambitions, the preoccupied nations of the China seas seem to be stuck with chart data that in some cases dates back to Capt. Cook's time for managing their constantly challenged marine resources and marine sanctuaries. Navies and Coast Guards are growing from the Philippines to Japan in response to Chines aggression but it has left little room for the evolution of a naval service like our NOAA Corps. Its a shame the world ocean needs more protected and accurately located marine sanctuaries.

What we call "Marine Sanctuaries" in U.S. waters international law refers to as "Marine Protected Areas" or "MPSs. These are special areas throughout the world set aside by national and closer inshore local governments to protect everything from submerged cultural history sites, and warship wrecks serving as war graves to extensive areas of sensitive marine environment. Under the United Nations Law of the Sea Convention (UNCLOS) coastal states have the authority to establish MPS out to about 200 miles from their shore line. Establishing a viable system of MPAs in the China Seas is impossible beyond 12 miles out due to Chines aggression sending war ships and Coast Guard like vessels out as much as 900 miles from their mainland and forceably laying claim to islands to within 43 miles of other coastal nations. Not only is this behavior by China illegal and war like but seems self defeating to China's interest in the development of offshore oil in the area. Offshore oil development depends on an orderly and reliable leasing legal regime. It can't proceed at a reasonable pace if there is no agreement on sea boundaries making national leasing authorities clear. Expropriation by force doesn't impress international oil companies as a reliable legal basis for leasing authority. A well established system of MPAs really should proceed any large scale oil leasing in new areas today. Oil companies want to know about extraordinary marine environments that they need to avoid. Yet in recent conversations with NOAA Corps officers we learned that in the China Seas oceanographic research ships often turn off sensors because that paranoid and aggressive Chinese Coast Guard forces view scientific oceanographic research as a probable cover for oil exploration in "their" national sea territory. Every day that the Chinese continue in this aggressive thug like mode their Navy and Coast Guard forces get up and shoot their national self interest in the foot.

Elsewhere in the world, budget constraints slow the establishment and management of MPAs. Each MPA  requires special studies to determine what is to be protected, the boundaries of the area, threats, and management criteria. In the United States with the world's least contested offshore waters and Exclusive Economic Zone we now have 14 Marine Sanctuaries incorporated into a system of 410 MPAs. Presently about 5% of the national waters are reserved for protected use. By contrast about 27% of our national land area is reserved for protected use as national parks, monuments, and wildlife refuges. Some oceanographers have estimated that about 20% to 30% of the World Ocean should be under various types of protective regimes similar to the international concept of MPAs.

 Protecting MPAs costs the adjacent coastal states money. Today national parks and monuments have concessions and various limited admissions charges that help pay the bill for preservation. Within MPAs governments will often have to allow certain uses comparable with the preservation needs such as recreational fishing and whale watching tourism, or carefully supervised diving. MPAs must be able to largely pay for the patrols, research, and sometimes structural elements needed to assure their protection.

Yesterday NAMAZU called for war preparation by America, Japan and others to halt Chinese Aggression in the South and East China Seas where the dragon is gobbling up islands sometimes within sight of the mainland beach of neighboring states. China's relentless attitude is well displayed by the editorial in today's PRC English language version of the Global Times. It almost seems like a direct answer to Namazu.

EDITOR'S NOTE: 2/25/2016 Since this was first published in 2013 we have seen no change in China's attitude, more outright seizure of reefs and islands within the Philippine and Vietnamese Exclusive Economic Zones, more building on such reefs and islands, and no effective response by the United States or our allies. Is it any wonder that the Dragon doesn't change directions? 


"Chinese naval fleets recently conducted patrols on the South China Sea, reaching as far as Zengmu Reef, the southernmost part of Chinese territory. In an oath-taking ceremony on board Tuesday, the troops and officials vowed to safeguard China's sovereignty.

Earlier this month, a Chinese vessel fired two warning signal shells into the sky to prevent illegal fishing operations by Vietnamese fishermen. Both showed China's firm determination to insist upon its stance amid the South China Sea disputes.

Washington expressed its concerns in both cases, reinforcing its attitude that the US can interfere in the South China Sea issue any time.

Despite the fact that John Kerry, the new US secretary of state, has stepped into office and some side effects brought by his predecessor's aggressive approach are in decline, the US stance on the South China Sea will not fundamentally change. Behind China's frictions with the Philippines and Vietnam is actually the rivalry between Beijing and Washington over the South China Sea.

After Hillary Clinton's four-year intervention into the South China Sea issue with her "smart power" diplomacy, and Manila and Hanoi's frictions with Beijing, all kinds of risks within the South China Sea issue have become evident. All parties involved now have a clearer understanding of each other's national strength and determination.

China, through powerful countermeasures against Manila and Hanoi's provocations, has changed its passive status. Beijing had been worried that frictions on the South China Sea would cause deterioration in its surrounding environment and thus undermine its period of strategic opportunities. Now most of its concerns have been dispelled."

TEN TRENDS TO WATCH IN THE YEAR OF THE SNAKE

 During the first week of the new year we posted this Wall Street Journal article lead in and link. The first quarter of the year is over and we have to observe that both the Wall Street Journal and our own giant catfish Namazu are proving correct on their predictions for China.  2013 in China is the YEAR OF THE SNAKE and things are certainly slithering along as predicted.


"The Wall Street Journal published a highly interesting article yesterday (Jan.4, 2013) for those of you who follow our continuing series How Far Will The Dragon Swim. In the article the writer describes ten trends to watch for in China during 2013.

But most of you have only been following us for a few months so this Wall Street Journal article will help bring you up to speed in just a couple of pages and nicely summarize some of our earlier maritime concerns and observations about China in a neat listing of ten trends. Number 8 of the Wall Street Journal  feature; "China will continue to be the number one builder of war ships in the world." .  As the year's first quarter draws to a close this prediction is holding true. The Journal also recognized that China will take an "even more aggressive stance against its coastal neighbors in its drive to turn the East , South China and Yellow Seas into Chinese lakes. This prediction held true throughout the first quarter of the year and now in the final days seems to be intensifying. "

AN OPINION BY THE GREAT NAMAZU: 

NAMAZU Japanese giant catfish and former demigod now maritime analyst

Greetings peace loving bipeds and I certainly don't mean the Chinese and their mad as a hatter cousins the North Koreans. If you read the posts so far this week you know both the Chinese Navy  and Coast Guard like organizations and the North Korean military including their naval forces have been out and about bullying their neighbors with diligence and fervor since Sunday and continuing on through today with no regard by recent "push back" moves by Japan, the Philippines, and the United States.( See "China Conducts Landing Exercises In disputed Areas" AP story: http://abcnews.go.com/International/wireStory/china-holds-landing-exercises-south-china-sea-18819419#.UVMbLxyG1wk   and "North Korea Has cut Last Military Hotline With South" http://www.miamiherald.com/2013/03/27/3308844/north-korea-says-it-will-cut-key.html )                                                                                                             

It seems like measures like ship deployments, military drills and increases in defense budgets only spur on China and North Korea to more aggressive moves on neighboring maritime territories. Today's headlines are, if anything, more alarming than yesterdays. As a three thousand year old former demigod I've had a pretty detailed view of history. Modern history especially the last two centuries features the United States prominently and since the end of World War II predominantly. One thing that I have learned about America in the last two centuries that China and North Korea don't seem to "get" is that America is never as strong, or as weak, as she appears at any given moment. 

 At the moment China and North Korea mistakenly believe that America is exceptionally weak, and they show a serious under estimation of the military power of Japan, South Korea, and the Philippines. They also seriously underestimate the resolve of the Japanese and Philippine people to resist aggression and the resolve of the United States to honor its defensive pacts. Continued aggressive naval maneuver by China and North Korea will  eventually bring on a miscalculation or mistake by an in the field commander that results in war.  India should be paying close attention. Just as China wants the "First Island Chain" in the South and East China Seas including territories that are clearly in the lawful possession of Japan, the Philippines, and Vietnam, they covet what they call the string of Pearls in the Indian Ocean.  http://www.indianexpress.com/news/tanzanian-pearl/1093744/0.
China is playing a game of divide and conquer, after it conquers the "First Island Chain" it has every intention of dominating the Indian Ocean and taking certain northern territories of India. India needs to get off the fence and formally align with a Japanese, Philippine, Australian, U.S. coalition and be prepared to block the Indian Ocean out lets and even send units into the China seas when war breaks out for the "First Island Chain".

 North Korea has long been in the hands of completely insane people. Forget any consideration of "no first use nuclear weapons policy" . North Korea has already threatened the United States with nuclear attack. If war breaks out the United States has never signed any international "No First use" policy and now we see why. They aren't worth the paper they are written on. If a nation state has already threatened another nation state with a nuclear strike the threatened state has every moral right and international legal right to destroy the war starting state's nuclear arsenal on opening day. The North Korean threat is very different from China's veiled threat against Australia if it joins the U.S. in defending Japan or its own forces in the region. China allowed a relatively junior military officer to suggest that possibility in a academic paper widely circulated in the region. This signals a possible real intent of the Chinese government but gives them plausible deniability. The United States and South Korea must reconcile themselves now to the use of at least tactical nuclear weapons on a first strike basis if North Korea attempts to over run the South. If North Korea makes good on its threat to so much as fire a strategic nuclear weapon on either American or South Korea territory their own capital must be immediately be taken out by an American strategic nuclear strike. North Korea must be totally defeated and all of her war making capability destroyed in 72 hours because China may break out behind the hostilities to take what is not hers in "the First Island Chain". As long as the United states and Japan do not attempt to conquer the Chinese mainland there is a hope of containing such a war to a non nuclear naval contest.

 Unlike North Korea China is not ruled by absolute mad men but is a Confucian society whether you call it communist or the "Middle Kingdom. Confucian societies are ruled from the top down and a great deal of energy is spent keeping the masses below in line.  Much of the maritime muscle flexing is actually a distraction for the populace, getting them worked up over something other than the communist misrule. Despite the rise of many wealthy people under China's new state capitalism, most Chinese live in a poverty unknown in the West. The gap between rich and poor , as bad as it is in the United States, is but a pale shadow of the gap in China. But to be Confucian or authoritarian is not to be crazy, just ineffective and capable of great cruelty. While China has badly miscalculated the strength and resolve of her neighbors and is not responding to "push back"; The Chinese leadership is far less likely to commit national suicide than the crazy leadership of North Korea. They may sacrifice their new Navy and Coast Guard but may well cut losses at that point if left a way out. Regime change in China should never be the goal of any U.S led alliance unless only such threat can bring the current leadership to the bargaining table. Even if all of the Chinese Communist leadership are eventually taken out and hanged by the populace the next regime will also be Confucian and will turn authoritarian, its in the social genetic make up, was thousands of years evolving, and won't be changed in the course of a single human life time. 

 Its time for the United States, Japan, the Philippines, Australia and India to embrace the madness. Only if you make all out preparations and alliances for war with China and North Korea can you have any hope of avoiding it. Only if you plan, exercise and coordinate now can you have any hope of concluding such a war with minimal damage to all sides and a quick return to peace, with a Korea that unfortunately must be reduced to a parking lot almost immediately into the conflict. China will emerge hopefully intact but without sea power and in economic ruin as the allies repudiate their national debts to her since without invasion they are unlikely to exact war reparations. You must counter the Dragon's divide and conquer scheme with solidarity,  preparation, and a manifest willingness to fight. You must counter their blatant or veiled threats of nuclear strikes with the clear warning that such threats make a preemptive strike likely. Do not assume any help from NATO , the EU, or Canada. The Middle East will break out just as China and the North Koreans do. NATO including its U.S. Navy contribution will be needed to keep a lid on the Middle East as will a portion of the Indian Fleet. The United states will have to utilize only its Pacific Fleet, India will probably have to divide its fleet Japan is able to give it her full attention, The Philippines are stronger than the Dragon thinks. Besides one thing the United States knows about the Philippines that we learned in WWII and that the Dragon doesn't seem to know is the unusual bravery, tenacity, endurance, and resolve of the Philippine people and their hatred for tyranny. Attention  freedom loving bipeds of the Pacific the hour is now, either all hang together or surely you will all hang separately with the dragon officiating at the gallows. Go to a war footing now. But remember you have to let the Dragon fire the first shot, that's the modern international society's view of war, he who shoots first no matter the provocation is the war monger. However, in the coming weeks, make it crystal clear that the price of aggression is North Korea converted to a parking lot for South Korea and an artificial reef where a once promising Chinese Navy and Coast Guard roamed, AT A MINIMUM.
