Five convicted in pirate attack on USS Ashland



The men were found guilty by a federal jury in Norfolk, VA, of engaging in piracy and committing other offenses in the attack on the USS Ashland .Five men were convicted on Feb. 27 for acts of piracy in a 2010 attack on a U.S. Navy ship off the coast of Somalia.
The men are scheduled to be sentenced on July 1 and July 2, 2013. The piracy, hostage conspiracy and kidnapping convictions each carry possible life sentences.

Somali president offers amnesty to pirates
(AFP) – 28 Feb 2013 
MOGADISHU — Somalia's president has offered an amnesty to young pirates in a bid to end attacks off the Horn of Africa nation's coast, he told AFP.
"We have been negotiating with the pirates indirectly through the elders," said President Hassan Sheikh Mohamud. "Piracy has to end".
Mohamud, elected by lawmakers six months ago, said that he wanted to offer an "alternative means of earning a living" to young Somalis who have taken up the gun to join pirate gangs.
However, Mohamud said that the amnesty was not open to pirate kingpins -- those who take the vast majority of the profits from the attacks -- some of whom are wanted by Interpol.
"We are not giving them amnesty, amnesty is for the boys," he said.

SOMALII PIRATE KING PIN "BIG MOUTH" ANNOUNCES HIS RETIREMENT

He noted that during the era of the Barbary Pirates, piracy had become virtually a state enterprise. He notes that Somalia if not cured of piracy soon could evolve into a virtual pirate state. He noted that the pirate business was so routine now in Somalia that he read of the first pirate retirement in our news service. We thought this a good time to reprint our lead and link to that story. As usual the big catfish has it right, pirate "admirals" can retire peacefully and rich, even today. 

One of Somalia's most notorious pirates, who terrorized vast areas of the Indian Ocean, generating multi-million dollar ransoms from the ships he seized, has announced his retirement.
Mohamed Abdi Hassan, aka 'Big Mouth', says he is quitting after spending eight years as a pirate leader.

NAMAZU ADDRESSES THE ENGLISH SPEAKING WORLD
NAMAZU, giant Japanese catfish former demigod, turned maritime analyst

  Namazu's on going theme, his "ADDRESS TO THE ENGLISH SPEAKING WORLD continues but the naval news is overtaking him. This series started back on January 29, 2013 and continues. In this series Namazu is proposing that all of the English speaking nations form a "naval union" to combine and coordinate their  sea power in order to respond  to the multiple challenges that the English speaking sea powers face.   Namazu addressed "the American bipeds" last and proposes nothing short of a revolution to kick  the "unrepentant miscreants" out of Washington. He includes in his list of undesirables both houses of Congress and both political parties and the current inhabitants of the White House. Then he lays out his blue print for exactly "how to do that without hanging politicians from the lamp posts of DC or standing them against the wall". The purpose of this revolution, to assure the growth of the U.S. Navy's Pacific Fleet. Namazu will have more next week but we did a little of his work for him in our blog on the Peacock and the Dragon detailing the growth of Iran's naval power and her cooperation with China.

Afinia 3D Printer H-Series THE STAR TREK REPLICATOR AKA 3 D PRINTER

We have been slowly building on line shops at the bottom of certain special interest sections like BOAT BUILDING, SAILING, DIVING, and FISHING where visitors can shop for useful items used in these activities on line. We were looking in the boat modeling tools for sale via Amazon for items to feature in our on line shop when we came across this game changer. Its called a 3 D printer, this is a small, inexpensive, simple one that model makers would be interested in. You program in what you want and this one converts that reel of plastic string (any color you want) and prints out a 3 dimensional model of the object desired to the scale you specify. It will make as many as you want. So if you are a model ship builder you can use it to produce small pieces like anchors, port holes, winches, deck fittings, or it will simply build a model for you to paint. Is this starting to sound like the Star Trek Replicator? Well hang on because this little model   
building system is just the tip of the Ice Burg. When we followed the link into Amazon's tool section we found that you can buy on line and at surprisingly affordable prices much larger and more complex "3 D printers" and they aren't limited to building in plastic. We did a little on line research and found out just how far along this technology is. 

One investment site we checked advertised stock in one of the manufacturers of 3D printers with a banner that read something like......"its over China", meaning that the big central factory system that China has built its' economy on is already obsolete. The 3D printer will bring manufacturing in close to markets , more over it can better handle short runs and special orders and "just in time delivery" that is becoming part of modern retail management dogma. Most revolutionary , there is no waste material. Modern manufacturing is reductive;  slag heaps and piles of raw material waste are expected by products of production. 3D printing wastes nothing, building from the basic atom up, there is no need for piles or stacks of material. Powders and spools of filaments are the raw materials and only exactly enough to print exactly what you want are utilized. There are no left overs or waste material.

 This technology will revolutionize ship building, repair, and eventually even on board damage control.  How complex of a device can the better model 3 D printers handle at this point in their development? According to one source they are revolutionizing antique car restoration. No one makes a carburetor for your Ford Model A, no sweat, any well known part like like that with extensive plans and drawing about can be converted to a program and printed up in 3D  complete with all moving parts. The 3D printers keep getting better and the price keeps dropping.  3D printing is truly a game changer that in a few years will change economies. Since the United States has already been through it's "Rust Belt" era of the end of conventional manufacturing this American technology will bring a lot of manufacturing back into the United States. It won't bring the employment levels of the 1950s production lines, but it will bring new employment and seriously damage powers like China while having less effect on China's rivals like India which has a more diverse economy with the service sector providing a lot of growth. Our on line shops are located at the bottom of the scroll in the Boat Building, Sailing, Diving and Fishing sections, and are just starting construction ,but even now you never know what you may discover browsing through these places.

2/27/2012  Update 6/2/2015 Our views on the legal wisdom of sticking to a strict definition of piracy continue. Our abhorrence of the dangerous "protest tactics" of Greenpeace and Sea Shepherd remain the same with the warning that such tactics, while not strictly "piracy", are illegal and dangerous.

EDITOR'S NOTE: The Judge's Comments notwithstanding about not needing an eye patch or peg leg, real piracy requires "assailing banditry" from a vessel directed against another vessel.  Despite tactics that are dangerous and could be the cause of voluntary man slaughter, the greenies don't have designs on the Whaler's personal property or anything aboard the vessels themselves for personal gain. A piracy charge would never stick, and given the seriousness of real piracy today probably shouldn't be bandied about. On the other hand the greenie's charge that the U.S. Courts don't have jurisdiction down in the Antarctic Seas isn't exactly accurate either. The Federal courts have jurisdiction concerning American flag shipping anywhere in the world, more limited jurisdiction on foreign flagged but American owned ships, and jurisdiction over American citizens at sea. The bottom line is that the greenie's tactics are reckless and negligent and especially dangerous in cold waters. Nobody buys that the Japanese are taking whales for anything other than meat for profit


SAN FRANCISCO - Their supporters call them heroes. The Japanese government calls them terrorists.Late Monday, the United States' largest federal court labeled them pirates.
In doing so, the 9th U.S. Circuit Court of Appeals castigated Paul Watson and members of the Sea Shepherd Conservation Society he founded for the tactics used in their relentless campaign to disrupt the annual whale hunt off the dangerous waters of Antarctica.
"You don't need a peg leg or an eye patch," Chief Judge Alex Kozinski wrote for the unanimous three-judge panel. "When you ram ships; hurl glass containers of acid; drag metal-reinforced ropes in the water to damage propellers and rudders; launch smoke bombs and flares with hooks; and point high-powered lasers at other ships, you are, without a doubt, a pirate, no matter how high-minded you believe your purpose to be."

NOAA's Coast Survey Plans New Arctic Charts

NOAA's Office of Coast Survey has issued an updated Arctic Nautical Charting Plan, as a major effort to improve what it calls the inadequate chart coverage for Arctic areas experiencing increasing vessel traffic due to ice diminishment.
The update came after consultations with maritime interests and the public, as well as with other federal, state, and local agencies.
"As multi-year sea ice continues to disappear, vessel traffic in the Arctic is on the rise," said Rear Admiral Gerd Glang, NOAA Coast Survey director. "This is leading to new maritime concerns about adequate charts, especially in areas increasingly transited by the offshore oil and gas industry and cruise liners.
"Given the lack of emergency response infrastructure in remote Arctic waters, nautical charts are even more important to protect lives and fragile coastal areas," Glang said.
Commercial vessels depend on NOAA to provide charts and publications with the latest depth information, aids to navigation, accurate shorelines, and other features required for safe navigation in U.S. waters. But many regions of Alaska's coastal areas have never had full bottom bathymetric surveys, and some haven't had more than superficial depth measurements since Captain Cook explored the northern regions in the late 1700s.

Summary

The question of how the United States should respond to China’s military modernization effort,
including its naval modernization effort, has emerged as a key issue in U.S. defense planning. The
question is of particular importance to the U.S. Navy, because many U.S. military programs for
countering improved Chinese military forces would fall within the Navy’s budget.
Two DOD strategy and budget documents released in January 2012 state that U.S. military
strategy will place a renewed emphasis on the Asia-Pacific region, and that as a result, there will
be a renewed emphasis on air and naval forces in DOD plans. Administration officials have stated
that notwithstanding reductions in planned levels of U.S. defense spending, the U.S. military
presence in the Asia-Pacific region will be maintained and strengthened.
Decisions that Congress and the executive branch make regarding U.S. Navy programs for
countering improved Chinese maritime military capabilities could affect the likelihood or
possible outcome of a potential U.S.-Chinese military conflict in the Pacific over Taiwan or some
other issue. Some observers consider such a conflict to be very unlikely, in part because of
significant U.S.-Chinese economic linkages and the tremendous damage that such a conflict could
cause on both sides. In the absence of such a conflict, however, the U.S.-Chinese military balance
in the Pacific could nevertheless influence day-to-day choices made by other Pacific countries,
including choices on whether to align their policies more closely with China or the United States.
In this sense, decisions that Congress and the executive branch make regarding U.S. Navy
programs for countering improved Chinese maritime military forces could influence the political
evolution of the Pacific, which in turn could affect the ability of the United States to pursue goals
relating to various policy issues, both in the Pacific and elsewhere.
China’s naval modernization effort, which began in the 1990s, encompasses a broad array of
weapon acquisition programs, including anti-ship ballistic missiles (ASBMs), submarines, and
surface ships. China’s naval modernization effort also includes reforms and improvements in
maintenance and logistics, naval doctrine, personnel quality, education, training, and exercises.
Observers believe that the near-term focus of China’s military modernization effort has been to
develop military options for addressing the situation with Taiwan. Consistent with this goal,
observers believe that China wants its military to be capable of acting as a so-called anti-access
force—a force that can deter U.S. intervention in a conflict involving Taiwan, or failing that,
delay the arrival or reduce the effectiveness of intervening U.S. naval and air forces. Observers
believe that China’s military modernization effort, including its naval modernization effort, is
increasingly oriented toward pursuing additional goals, such as asserting or defending China’s
territorial claims in the South China Sea and East China Sea; enforcing China’s view—a minority
view among world nations—that it has the right to regulate foreign military activities in its 200-
mile maritime exclusive economic zone (EEZ); protecting China’s sea lines of communications;
protecting and evacuating Chinese nationals in foreign countries; displacing U.S. influence in the
Pacific; and asserting China’s status as a major world power.
Potential oversight issues for Congress include the following: whether the U.S. Navy in coming
years will be large enough to adequately counter improved Chinese maritime anti-access forces
while also adequately performing other missions of interest to U.S. policymakers around the
world; the Navy’s ability to counter Chinese ASBMs and submarines; and whether the Navy, in
response to China’s maritime anti-access capabilities, should shift over time to a more distributed
fleet architecture.

Introduction

The question of how the United States should respond to China’s military modernization effort, 
including its naval modernization effort, has emerged as a key issue in U.S. defense planning. The 
Department of Defense (DOD) states that “China’s rise as a major international actor is likely to 
stand out as a defining feature of the strategic landscape of the early 21st Century,” and that 
China’s military “is now venturing into the global maritime domain, a sphere long dominated by 
the U.S. Navy.”1
 Admiral Michael Mullen, the then-Chairman of the Joints Chiefs of Staff, stated 
in June 2010 that “I have moved from being curious to being genuinely concerned” about China’s 
military programs.2
The question of how the United States should respond to China’s military modernization effort is 
of particular importance to the U.S. Navy, because many U.S. military programs for countering 
improved Chinese military forces would fall within the Navy’s budget. An October 19, 2011, 
press report stated: 
The US Navy views the Asia-Pacific region as a top strategic priority even as it faces 
possible budget cuts that could curtail other global missions, the naval chief said Wednesday 
[October 19]. 
With China’s clout rising and its military might expanding, President Barack Obama’s 
deputies and military commanders increasingly portray Asia as a key to American national 
security. 
The new chief of naval operations, Admiral Jonathan Greenert, echoed that view and 
suggested growing pressure on the US defense budget would not derail plans to focus on the 
Pacific region. 
“Asia will be clearly a priority and we will adjust our operations accordingly,” Greenert told 
reporters in a teleconference.3

Editor's Note:  2/15/2015 China has the only fortified and "Settled" island in the disputed islands of the South China Sea. The Best the Philippines and Vietnam have been able to do so far has been to garrison some troops in rather spartan conditions. What is China's advantage that allows them to establish settlements in the far waters of neighboring states? China has the money and has spent it on high quality air and marine transports and lots of them, China has enough money to do that while not sacrificing shooting ships and air craft.


Chinese transport 'workhorses' extending military's reach

HONG KONG--China is expanding its long-neglected fleet of supply ships and heavy-lift aircraft, bolstering its military prowess in support of missions to enforce claims over disputed territory and to defend Chinese interests abroad.
These transport workhorses are unlikely to arouse the same regional unease as the steady rollout of high performance fighters, long-range missiles or potent warships, but they are a crucial element of the People's Liberation Army's (PLA) three-decade military build-up, defense analysts say.
Over time, the air and sea support will give the world's second-largest navy greater geographical reach and will enhance the PLA's capacity to assist troops on distant battlefields, potentially including Taiwan if Beijing were to launch a military assault to take control of the self-governing island.
China's state-owned shipyards last year launched two 23,000-ton type 903 replenishment ships, according to reports and photographs published on Chinese military affairs websites and blogs, with further orders in the pipeline.
Defense analysts say the state-of-the-art ships are undergoing sea trials and should be commissioned into the Chinese navy later this year.
China also confirmed last month that the PLA had conducted the first test flight of its Y-20 heavy lift aircraft from the Yanliang airbase near Xi'an in Shaanxi Province.
State-run television showed footage of the four-engine Y-20, the biggest aircraft built in China, taking off and landing. The Y-20, built by AVIC Xi'an Aircraft Industry (Group) Co. Ltd., would have a 66-ton payload, according to official media reports.

NAMAZU ADDRESSES THE ENGLISH SPEAKING WORLD

  Namazu's on going theme, his "ADDRESS TO THE ENGLISH SPEAKING WORLD continues but the naval news is overtaking him. This series started back on January 29, 2013 and continues. In this series Namazu is proposing that all of the English speaking nations form a "naval union" to combine and coordinate their  sea power in order to respond  to the multiple challenges that the English speaking sea powers face.  YESTERDAY Namazu addresses "the American bipeds" and proposes nothing short of a revolution to kick  the "unrepentant miscreants" out of Washington. He includes in his list of undesirables both houses of Congress and both political parties and the current inhabitants of the White House. Then he lays out his blue print for exactly "how to do that without hanging politicians from the lamp posts of DC or standing them against the wall". The purpose of this revolution, to assure the growth of the U.S. Navy's Pacific Fleet. Namazu will have more next week but we did a little of his work for him in our blog on the Peacock and the Dragon detailing the growth of Iran's naval power and her cooperation with China.
