Namazu is our senior maritime analyst and star commentator, many visitors check in just to see what the giant catfish has to say lately. When he has something new we post it in this space. At the end of last Thursday's s second posting Namazu predicts the most probable year for the start of the China vs Japan, Philippines, and U.S. naval war over the islands of the China Seas. On Memorial Day  he retold the story of Sgt. Reckless the Marine corps horse, and non biped war heroine.
Today Namazu is hard at work doing the project he always dreamed of. We still can't afford that cube farm full of researchers dedicated to his self selected projects that he keeps asking for. But we gave him temporary command of every junior researcher available for his next project which will track the path from :minimal regulatory compliance to Operational excellence in ocean mineral exploration and production, with an insightful look at how present applicants for High Arctic drilling permits stack up on that long curve between "minimal regulatory compliance" and "Operational excellence"

Fire Breaks Out Aboard Royal Caribbean's Cruise Ship Grandeur Of The Seas


BALTIMORE — A fire that broke out aboard a Royal Caribbean ship Monday did enough damage that the rest of the cruise was canceled and the company said the more than 2,200 passengers will be flown from the Bahamas back to Baltimore where the trip began.
The fire that began at 2:50 a.m. Monday was extinguished about two hours later with no injuries reported. A cause wasn't immediately known. The Grandeur of the Seas, which left Baltimore on Friday, never lost power and was able to sail into port in Freeport, Bahamas, Monday afternoon. It had been planned to be a seven-night cruise.
Royal Caribbean said on its website and through social media that executives met with passengers in port and that the cruise line is arranging flights for all 2,224 guests on Tuesday. It said passengers will receive a full refund of their fare and a certificate for a future cruise.
EDITORIAL NOTE: If you recall our previous coverage of "open registry "cruise lines starting over a year ago with the  grounding in Italy, and running through more recent fires, mechanical failures, and disease out breaks you shouldn't be surprised to be reading about another bunch of American passengers going home happy to be alive but minus their vacation time without  any real vacation. The problem people, is something that Namazu is going to address in the near future and its called "operational excellence". Its what you need to run complex marine operations like cruise liners with a reasonable expectation of being able to deliver as advertised. The accidents we have been reading about all year and into last year are happening on cruise ships, some American owned ,but registered in foreign nations offering "open registries". . Far too many of the big cruise operators have opted to flag out and go with these open registries like Liberia and Panama. They do this to control costs on both labor and safety and security. Their ships may be large and opulent and full of passenger amenities, but that also means that they are complex mechanisms operating in the dynamic sea environment. When a cruise ship operator begins his safety program by aiming at the low hanging fruit that we know of as minimal regulatory compliance, and then selects from the flags that have the lowest level of regulatory compliance standards it is impossible for such an operator to ever achieve anything near "operational excellence". Operational excellence is that proactive preventative maintenance and operational planning, and discipline in daily operations that stops bad things from happening before they start. Operational excellence can't evolve from minimal regulatory compliance with a minimal standard flag state set of rules.
 We'd be the first to tell you that cruising has a lot to recommend it as a vacation alternative. We wish we could tell you that there are all sorts of American flag alternatives but in fact they are limited. There are large river cruise vessels under the American flag and some small, yacht like coastal cruisers and these are all delightful trips with companies with cracker jack performance records. But there are no American Flag full sized ocean cruise vessels. This is the fault of Congress and it decades long failure to establish a coherent American commercial maritime policy. But there are other true national flag operators out there. Great Britain and Norway each have cruise ships under their own flag and officered by their own nationals, and regulated by their own Boards of Trade with excellent performance and safety records. We haven't reviewed their records and couldn't tell you if such national lines have actually achieved "operational excellence", but they don't have the accident records of the open registries and they must maintain a state of "robust compliance" with the more extensive national shipping codes of real seafaring states. About 7 ships of various sizes offering cruises throughout the World, including occasionally Seattle to Alaska via the Canadian Inside Passage. This is a 175 year old line and recognized as perhaps the best in the world. They charge a little more than the open registries competition but the service is better and you are far less likely to have your vacation interrupted by a safety issue.

A more reliable open registry or "semi open registry"the Bahamas: Quite a few cruise lines have ships registered in the Bahamas which is a British Commonwealth flag with stricter safety regulations than most of the other open registries. Officers are usually British or Common wealth nationals with uniform British inspired training and standards.

REMEMBER THAT WHEN YOU STEP ABOARD A CRUISE SHIP ONCE IT LEAVES AMERICAN WATERS IT HAS LEFT AMERICAN LAW BEHIND. At least with a British or common wealth flag you will be under a legal regime  that shares its roots with the American system, conducts tribunals in English, and is rarely corrupt. We have incorporated a career information format into this section without making it a career information page per se. You will find a great deal of information on marine engineering, and  how to start a marine engineering career, find training, view videos of what the work day is like etc. While we still provide general information and book reviews for the existing marine professionals we've made the career information easier to find and identify. We've even gone a step beyond by addressing the related, but shore based occupations of Operating, Power, or Stationary Engineers. In coming days and weeks we will be integrating more of this type of format into our other special interest pages that focus on identifiable maritime career areas. There is a great deal of such information in those pages now including MERCHANT MARINE INTERESTS and NAVAL INTERESTS, even BOAT BUILDING. But we are going to provide more career starting information in each of these in the future while maintaining  the pages as reference resources for practicing professionals in their respective spheres. We would appreciate visits and comments from career seekers, career changers, teachers, guidance counselors, librarians etc on the Marine Engineering section and how we did with our first attempt at enhancing entry level career information while avoiding producing a special interest page focused primarily on entry level concerns. CHINA , THE DRAGON, CLAIMS ALL OF THE CHINA SEAS AND PARTS OF JAPAN.
SOME OF CHINA'S CLAIMS MAINTAIN THAT CERTAIN ISLANDS ARE PART OF THE CHINESE "MUNICIPALITY OF TAIWAN." TAIWAN CALLS ITSELF "THE REPUBLIC OF CHINA", BUT PARTICIPATES IN THE TERRITORIAL DISPUTES OFTEN CITING CHINA'S CLAIMS OF TERRITORY AS PART OF THE "MUNICIPALITY OF TAIWAN" AS A BASIS FOR ITS CLAIMS. IN THE SQUABBLES OVER THE TINY ISLANDS OF THE CHINA SEAS SOMETIMES TAIWAN (REPUBLIC OF CHINA) IS PLAYING LITTLE DRAGON TO THE BIG DRAGON. WE NOT LONG AGO BROUGHT YOU THE STORY CHINESE AND TAIWAN COAST GUARD LIKE SHIPS COOPERATING IN INVADING JAPANESE WATERS. TODAY WE PASS ALONG ANOTHER REPORT OF TAIWAN ACTING LIKE THE LITTLE DRAGON IN THESE UNNECESSARY DRAMAS.



The red A marks the island that Taiwan is claiming as its own, that's right the red A right off the Philippine beach near the bottom of the page. That's Taiwan up in the top right of this Google map.
The Big dragon way up there to the top left also claims the island as part of the "municipality of Taiwan". The Philippines wisely ran an old amphibious transport aground there and stations some marines on it. Had they not dome that China would have. Conveniently for the Big Dragon the Little Dragon is now screaming to high heaven that the Philippines stole their island. Neither the big dragon nor the little one has any legitimate claim to islands uninhabited or otherwise that are located within the internationally recognized exclusive economic zones of the Philippines , Vietnam , or Japan. There are some islands that can be legitimately disputed but these are closer to equidistant from the competing claimants. The United States needs to reevaluate its commitment in blood, treasure, and steel to the self determination of Taiwan. If Taiwan is going to play little dragon to the mainland's big one why should we be providing them with ships, aircraft, guns that might be turned on ourselves and our Philippine and Japanese allies in a naval shoot out over these tiny islands?

Click on the link above, most especially if you  pledged during the KickStart drive. That drive did not meet its stated goal and as a result no funds were awarded. The shift to the Indiegogo system breaks the fund raising into smaller increments. If everyone who pledged at KickStart repledges at http://www.indiegogo.com/projects/restoring-coral-reefs-with-robots we would immediately exceed the Indiegogo goal by several thousand dollars and the funds would be quickly forwarded into bot development.

We have checked out both coral reef restoration techniques and the bot and can assure you both are on sound scientific footing. Reefs can be restored but it is diver labor intensive. Bots can replace divers and both reduce the expense of a project and increase speed of restoration. More reefs restored in shorter time at less expense. Interestingly we didn't find the Coral-bot story in the maritime trade journals but on the Google circles site of actress Jeri Ryan. Jeri backs the Bot. We can confirm its good science and achievable technology and that it will help revolutionize coral reef restoration

Indian Submarine INS Sindhurakshak in Distress gets Egyptian Help

EDITOR's NOTE: We never hide the fact that we admire the incredible progress made by the superbly skilled Indian Navy or shrink from our concern that so much of the present Indian fleet is made up of vessels obtained as "Craft of opportunity", including a lot of equipment from Russia. Recently on return from a Russian yard the "Tigers" as we like to call the Indian Navy ran into a rough patch as is to be expected from time to time in any navy. We are happy to pass the report on from the India Economic Times that the ship and crew are just fine and that the Egyptian Navy did a very professional job of assisting. Well done India and Egypt. But we would like to see India in more NATO standard and compatible equipment. We respect their neutrality but hope to count on them for the major international law enforcement role for the Indian Ocean. They need and deserve the best equipment and insuring that they get it is in the best interest of the West and all others with commerce passing through the Indian Ocean

Story from The Economic Times of India:
CAIRO: India's submarine INS Sindhurakshak received help from Egyptian Navy when it encountered extreme bad weather and rough sea on its way back home after mid-life up-gradation in Russia

The Sindhurakshak, a Russian Kilo Class submarine built in 1997 at Admiralteiskie Verfi shipyard in St Petersburg, underwent mid-life up-gradation. 

The Egyptian Navy towed the submarine to Port Said along the coast of the Mediterranean Sea in March, sources said. 

Welcoming the gesture, Indian ambassador to Egypt Navdeep Suri praised the professional handling by the Egyptian Navy.

Sgt. Reckless on an ammunition resupply mission In Korea
 The only animal stories we have carried up until we hired Namazu the Giant Catfish have involved dolphins and sharks. We are after all, a maritime blog, and not Zoo Story. But "Reckless" was a Marine Corps horse and the United States Marine Corps is a respected and even beloved member of the "Naval Establishment". Marines are in the family and the family had at least one horse of note. The story of "Reckless" is worth telling. 

 "Reckless" was a small horse purchased by the Marine Corps from a Korean race track during the Korean war. She was used to carry ammunition up to the battle front and she at least once carried wounded marines down. In one intense battle full of the kind of sights, sounds, and smells that would surely "spook" most any horse she stoically carried out about fifty pack trips to and from the heart of the battle.

 Other pack animals in the annals of war have performed similar acts of endurance and service. Most were severely traumatized by the environment and had to be forcefully led into the combat zone. What made "Reckless" unusual was that she repeatedly made trips into and out of the front lines she was supporting with no one leading her.  Click on the hyper link above for a short video on "Reckless", who survived her war time adventures to have a colt called "Fearless" both of whom became honored Marine Corps family members in life, while "Reckless" became an immortal Marine Corps legend.
