EDITORIAL NOTE: Given recent events we have to question if IMO international standards, the basis for most national regulation of passenger carrying vessels are sufficient anymore to assure a reasonable level of safety or are we looking at individual national enforcement issues, the rules are adequate but unenforced? Perhaps we need an IMO standard on enforcement of passenger safety vessels that national governments can base performance audits on of their shipping safety administrations supervision of passenger operations. Too many ferry, excursion, and cruise ship passengers are dying in too many places.
