BACK IN 2013 THE RUSSIANS ANNOUNCED THAT THEIR BLACK SEA FLEET WILL BECOME THE BACKBONE OF AN EXPANDED AND EXPANDABLE PERMANENT RUSSIAN MEDITERRANEAN NAVAL GROUP. NOW IN 2015 WE OBSERVE THE BEAR OPERATING OFF SYRIA EVEN LAUNCHING MISSILES FROM SUBMERGED SUBMARINES AND OPERATING A PERMANENT NAVAL SHORE BASE.

Admiral Viktor Chirkov is the head of the Office of the Commander in Chief of the Russian Navy. He addressed celebrants at the  230th anniversary of the founding of the Black Sea Fleet in Sevastopol back in 2013  and announced the formation of a new Headquarters unit based on the Black Sea Fleet with the entire Mediterranean as its area of responsibility. Approximately twenty, mostly Black Sea Fleet Officers will man the Headquarters unit which will coordinate efforts through out the Black Sea . Mediterranean area. The Mediterranean Group will consist of the entire Black Sea Fleet and certain ships normally assigned to the Baltic, Northern, and possibly even the Pacific Fleet. The Bear has a naval base in Syria facing an uncertain future but clearly intends to remain a player in the Mediterranean area. The Bear is never good news for Western Naval alliances. Bears love to tear things apart.
