Chinese War Ship Completes Historic Visit to Bulgaria

TAIWAN: Navy Admiral Summoned in Inquiry Into Military Exercise Blunder

 During an exercise in late July in the waters off of eastern Taiwan, Rear admiral Chang Feng-chiang , the former commander of the 168th Fleet sailed his fleet off course and headed toward the Japanese Island of Yonaguni, about 100 Kilometers (62 miles) . The action set off alarms in Japan. The Admiral has already been relieved of his post. The intention of the continuing inquiry has not been announced. The Admiral has argued previously that he cabled his superiors his intend to leave the normal exercise area and received no reply. He took the lack of response as permission.

Iran Mostly Vacates Malta's Open Registry To Avoid Sanctions.

 Iran has depended on "Open Registries" sometimes called "Flags of Convenience" to avoid internationally imposed sanctions for some time. "Open registries" allow ships with  no real connection to the flag state to register and fly the flag of the nation operating th eship registry. Some "open registries" are more responsible and transparent than other. Generally Malta, Liberia, and Panama are cooperative with the IMO, other international organizations and Coast Guard like organizations around the world.  According to the Malta Independent 79 ships of Iran have transferred out of the Maltese registry. The 79 have gone over to a Tuvalu, Tanzania, Serra Leone, Boliva, and Moldavia.
